OnQCx was founded in 2017 by a team of industry veterans with decades of combined experience in commissioning, construction management, and industrial systems integration. Our leadership brings a unique blend of technical expertise and hands-on field knowledge across high-tech sectors including semiconductor, pharmaceutical, data center, and advanced manufacturing. Michael Shutt, a seasoned construction executive and Certified Commissioning Professional (CCP), leads with a results-driven approach rooted in engineering and large-scale project delivery. Monty Rudd brings over 30 years of instrumentation, controls, and commissioning leadership, managing complex field operations for some of the world’s most advanced facilities. Nita Rudd, with deep experience in technical trades and business development, strengthens client relationships and workforce development while ensuring regulatory compliance and project success. Together, the OnQCx team is committed to delivering safe, efficient, and high-quality commissioning solutions that ensure facilities operate as designed—every time.

Michael Shutt
Project Executive
Michael Shutt is a results-driven construction management professional with over 30 years of experience in delivering complex, multimillion-dollar projects across the construction and high-tech industries. Leveraging his chemical engineering expertise and extensive knowledge in design-build and CM@Risk project delivery methods, Michael excels in planning, quality control, safety leadership, and commissioning processes.
Currently Project Executive and Managing Partner with OnQCx., he leads a senior team in high-tech industrial projects spanning semiconductor facilities, mission-critical data centers, government laboratories, chemical manufacturing, and renewable energy sectors. Michael is proficient in MEP-intensive systems, including ultra-pure water, hazardous chemical and gas delivery, waste water treatment, and cleanroom construction.
His certifications include EIT, LEED Accredited Professional, and Certified Commissioning Professional (CCP). A stalwart leader of safety and quality in construction, Michael is known for his curiousity of our customer’s unique problems and his customer-oriented solutions approach to project delivery.
Donaciana ‘Nita’ Rudd
Business & Resource Development Manager
With over 30 years of experience in technical trades and business management, Nita Rudd has built an impressive career spanning system maintenance, instrument calibration, and compliance procedures for the pharmaceutical, semiconductor, and manufacturing industries. Her expertise in quality control has contributed to securing SPC Certification (ISO 9000) for various organizations.
As a business manager, Nita plays a pivotal role in helping clients across multiple states establish compliance with local business regulations. Beyond her managerial responsibilities, she is passionate about resource development, actively engaging with students and schools to promote continued training within the trades.
Nita’s ability to cultivate strong relationships with clients, contractors, and vendors has been instrumental in the successful execution of projects, making her a valued leader in the industry.
Monty Rudd
Project Executive
With over 30 years of experience in construction management, industrial process instrumentation, and controls, Monty Rudd is a distinguished leader in the commissioning and construction industries. Currently serving as a Project Executive at OnQ Global Cx, Monty expertly oversees production, administrative, and financial elements while upholding excellence in safety and quality. His comprehensive responsibilities span marketing, estimating, engineering, procurement, scheduling, project management, and risk management.
Monty’s career highlights include leading commissioning and construction efforts for high-profile projects such as semiconductor facilities, electric vehicle manufacturing plants, and cleanroom spaces. He has played pivotal roles in pre-commissioning, system start-up, and integration across facilities, ensuring seamless operations and adherence to stringent standards. From managing multi-disciplinary teams to resolving complex engineering challenges, Monty exemplifies expertise, dedication, and innovation.
He holds a technical degree in Instrumentation/Industrial Automation from Perry Technical Institute, complemented by certifications in Construction Quality Management and OSHA 30. Monty’s unwavering commitment to precision and excellence continues to drive transformative solutions in the industry.
